Angela Keenan has been working in the international development and education sectors for over 10 years, specialising in monitoring, evaluation and learning (MEL). She has led M&E strategy, theory of change development and mixed-methods evaluation design across East Africa, Asia and Central Asia, under donors including FCDO, the Scottish Government, GPE KIX, the Gates Foundation, the World Bank and Asian Development Bank. She is a strong advocate for scale and sustainability in education programming, with MEL at the centre of how it is achieved and evidenced.
