Significant cuts to the UK Aid budget, changing priorities among major donors such as USAID, and rising global operating costs have forced many organisations to rethink how they structure and resource their core functions. HR is often one of the first areas under pressure: the need to stay compliant, safeguard staff, and support people across multiple countries hasn’t diminished , but the resources available to do so often have.
Against this backdrop, it’s no surprise that many organisations are exploring alternative operational models, including outsourcing parts of their HR function. Recent CIPD data shows that 63% of UK employers now outsource at least one HR activity, and research from Insignia Resourcing suggests that organisations can see significant efficiencies when they do. But the question for INGOs isn’t simply “why outsource?”, it’s when and how outsourcing might support your organisation’s resilience, compliance, and people strategy.
