Howard Mollett is Head of Humanitarian Policy at CAFOD. He is also a member of the Charter4Change Coordination and Advocacy Groups, and CAFOD currently hosts the Charter4Change secretariat. Charter4Change is a coalition of 35 INGO signatory and 234 national NGO endorser agencies promoting increased and better quality support to locally-led humanitarian response. Every year, INGO signatories report on progress against eight commitments on localisation in the Charter4Change charter, and national NGO endorsers provide their feedback on localisation efforts by INGO signatories and other international agencies.
