As head of business development and partnerships, Kiira Soini oversees programme design and proposal development for Coffey’s international development work in Europe.
Kiira’s role has given her a prime view of the shifting nature of the public sector commercial tendering process. She is responsible for developing technical and commercial responses to terms of reference from public sector organisations, including DFID, the FCO, the Danish International Development Agency (DANIDA) and EuropeAid.
Her work to date on over 100 proposals has included managing consortiums of as many as 15 partners, from a wide range of sectors and technical areas. These have included local and international organisations, research and academic partners, civil society, NGOs, and the public and private sectors.
Coffey specialises in designing and implementing projects in the areas of governance, security and justice and economic growth whilst in-house evaluation and research experts measure the effectiveness of development aid throughout the world. From Coffey’s European offices in the UK and Poland, we oversee more than 110 Projects in 25 countries. Since joining the Tetra Tech family in 2016, Coffey has become part of a team of 16,000 people working in 400 locations across the globe.
