As Roaming General Coordinator you will assist with programmatic and operational management of Country offices. Taking a lead, with the Country CEO, you will develop, oversee implementation, review and monitor the Country’s Programme Strategy and ensure it is in line with Penny Appeal’s strategic directions. You will also be responsible with the Country CEO, for the delivery of new programme initiatives and building capacity of the local office to make optimal use of financial resources.

Role overview:

To assist with programmatic and operational management of Country offices. Take a lead, with the Country CEO, to develop, oversee implementation, review and monitor the Country’s Programme Strategy and ensure it is in line with Penny Appeal’s strategic directions. Be responsible with the Country CEO, for the delivery of new programme initiatives and building capacity of the local office to make optimal use of financial resources.

 

Responsibilities

 

  • Assisting in the programmatic and operational management of the Country Programme.
  • Supporting the field office to represent PA with Government, Local and international Organisations.
  • Take a leading role, in conjunction with the Country CEO, in developing, overseeing implementation, reviewing and monitoring of the Country Programme strategy and ensuring it is in line with global PA strategic directions and overall thematic focus.
  • Responsible, with the country CEO, for developing new programming initiatives and actively lead key phases of ongoing programs including phase out.
  • Building the capacity of the local office to make optimal use of financial resources; managed in a transparent and accountable manner, consistent with Penny Appeal’s and donor policies, systems and procedures, delivering quality results and demonstrating value for money.
  • Leading by example, mentoring and supporting the Penny Appeal team on the ground to achieve organisational outcomes. Ensuring staff capacity, organisational structures and programme approaches are fit for purpose and able to effectively deliver strategic organisational goals.
  • Assisting in and ensuring Penny Appeal complies with all relevant national, legal and administrative requirements.
  • Enabling an organisational culture that supports effective learning, sharing and continual improvement of programme quality.
  • Building the capacity of the field office in implementing and reviewing Penny Appeal’s Core Humanitarian Standards (CHS) Accountability commitments and action
  • Assist the process of registering PA with the relevant National Authorities in coordination with all supporting stakeholders.
  • Responsible, with the country CEO, to ensure cross learning and fertilization of knowledge across the program in all areas of programming, national, regional and international policies and development issues.
  • Assisting in the overall financial and human resource management of the Country Programme.
  • Working, in collaboration with the regional CEO, to facilitate the alignment of PA Area Programme to strategic organisational thematic priorities and accountability mechanisms provided in the PA programming framework
  • Keep abreast on socio-economic and political changes in the environment and undertake timely strategic review of the PA Area Programme Strategy ensuring continued relevance in the rapidly changing environment
  • Maintain close communication with PAUK on relevant factors and changes in the environment
  • Together with the programme team at Headquarters, ensure that PA office implements policies, procedures, operational guidelines and standards within the Programme Facilitate coordination mechanisms between and among PA partners in country with the objective of promoting shared best practices, learning and capacity building.
  • Undertaking initiatives with the country CEO to ensure a good working environment and team spirit so Penny Appeal is perceived as an employer of choice for national and international staff.
  • Ensuring job requisitions are prepared with the country CEO on a timely basis for international positions
  • Working with the country CEO to ensure staff Performance and Development Review’s (PDR) are undertaken for all staff with appropriate training, development and career opportunities identified.
  • The Employee will also perform such other duties as are customarily performed by an employee in the position of Country Director in other organisations that are the same or similar to that of the Employer, and the Employee will agree to reasonable changes in duties
  • Creating a strong and visible profile for the organisation, as a leading actor in the fight against poverty and the implementation of resilience programming. Communicating information regarding Penny Appeal and it’s a programme at National level to Government, Donors and INGOs, alliances and networks.
  • Representing Penny Appeal in strategic national and international meetings;
  • Ensuring relationships and formal agreements with the government are maintained and updated.

Essential requirements :-

  • Fluency in English, both written and verbal
  • Be an active listener, open-minded; excel in analysing information and giving feedback and have a positive attitude towards people
  • Proven management of diverse and multi-sectoral programmes
  • Experienced in the management and/or oversight of systems and finance functions, including knowledge of donor compliance
  • Working with major international donors and securing external donor funding
  • Excellent knowledge of Microsoft Office applications
  • Empathy with Penny Appeal’s mission, vision and goals, and our target group.

 

  • Ability to work and deliver objectives under pressure and to strict deadlines

 

Desirable requirements :-
