We are looking for a Policy Manager to join our Strategy Group. The Strategy Group oversees HALO’s global donor partnerships, manages HALO’s policy and advocacy engagement and monitoring, evaluation, accountability and learning.

The HALO Trust is the world’s largest and oldest international humanitarian mine action non-government organisation (NGO). Our mission is to lead the effort to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines but is very much involved in the disposal of other explosive hazards such as bombs, rockets, missiles, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 8,500 staff in 26 countries and territories.

We are looking for a Policy Manager to join our Strategy Group.

The Strategy Group oversees HALO’s global donor partnerships, manages HALO’s policy and advocacy engagement and monitoring, evaluation, accountability and learning. We work across HALO’s UK offices, in Europe and in partnership with HALO USA. The Policy Manager will be part of the Policy Team within the Strategy Group, reporting to the Senior Policy & Advocacy Advisor.

This is a new role and will offer opportunities for an individual wishing to develop their career within a well-respected international organisation working at the intersection of development, disarmament, conflict and humanitarian response.

Key responsibilities will include:

  • Overseeing the development and day-to-day management of a strategy for HALO’s policy engagement in Europe, including with the EU and the United Nations (UN) in Geneva
  • Provide high quality policy support to HALO’s Partnership Team in their engagement with key EU and European government donors and stakeholders
  • Coordinate with, and inform, programme teams of relevant policy priorities
  • Manage the implementation of HALO’s engagement with multilateral meetings at the UN in Geneva
  • Maintain a rolling map of European policy stakeholders and undertake direct outreach against agreed plans
  • Support HALO’s outreach to European NGOs, policy institutes and research partners, identifying and developing public policy partnerships
  • Support HALO’s advocacy with European donor states and mapping of donor policy priorities and frameworks
  • Coordinate and support the delivery of HALO external policy events
  • Oversee the production and dissemination of high quality policy and influence briefs for internal and external stakeholders
  • Produce high-quality and concise summary and analysis of policy developments, ensuring timely disseminations to HALO stakeholders
  • Support the coordination, growth and diversification of the HALO Ambassador programme
  • Establish and maintain strong working relationships, including an integrated planning cycle, with key internal stakeholders in HALO Europe, HALO USA and across HALO headquarters and programmes

Essential

  • Experience of lobbying with the EU and its Member States, including engagement with civil servants, parliamentarians and their teams
  • Comprehensive knowledge of EU policy and legislative process
  • An existing network of relevant contacts in Europe, including NGOs, think tanks, interest groups and civil servants
  • Knowledge of multilateral processes
  • Demonstrable track-record of building influence network involving NGOs, research bodies and interest groups
  • Proven experience of convening round table meetings and public policy events
  • High quality presentational, briefing and policy writing skills
  • Knowledge of international policy issues relevant to HALO’s work and strategy
  • Fluent in English (spoken and written)

Desirable

  • Higher education degree in a field relevant to HALO’s work
  • Experience of multilateral engagement, including at the United Nations
  • Experience of working in an advocacy or public affairs team
  • Experience working on policy issues relevant to HALO’s work
  • Experience working with senior public figures and officials
  • Experience working for/with leading European think thanks and research organisations
  • Knowledge of policy issues relevant to conflict, disarmament and the environment
  • Proficient in German and/or French

 

Location of the successful candidate is flexible, however you must already be based in the UK or the Schengen area, with an existing right to work in the country where you are based. You will be required to attend our offices in the UK from time to time.
