The Director of International role provides leadership, direction and oversight of Trócaire’s international work, which includes all country operations across development and humanitarian disciplines, ensuring alignment to organisational strategy.

Trócaire is one of Ireland’s top INGOs, having almost 50 years of experience in international development. Trócaire works in partnership with local organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East.

The Director of International role provides leadership, direction and oversight of Trócaire’s international work, which includes all country operations across development and humanitarian disciplines, ensuring alignment to organisational strategy. The role is responsible for the delivery, funding, impact and effectiveness of the Trócaire programme overseas, and for accountability to key stakeholders.

The role involves responsibility for a number of disciplines and for managing teams of professionals in those disciplines as well as managing significant and strategic relationships at many levels within and outside the organisation.

Reporting to the CEO, this is a fantastic opportunity for an exceptional individual to lead implementation and oversight of Trócaire’s new strategy across development and humanitarian programmes in c. 20 countries. The role will be offered on a contract of indefinite duration.

The role is responsible for both the strategic and operational management of a large and complex portfolio, with country teams and units across Africa, Latin America, the Middle East, Asia and HQ in Maynooth, Ireland. This role is responsible for the overall cohesion and effectiveness of the Trócaire programme of work overseas and for its alignment to the new Trócaire Strategic Plan. 

As a member of the Executive Leadership Team (ELT), the role will share collective responsibility with other ELT members for delivering Trócaire’s strategy and vision.  The role will require an individual who is a highly motivating and strategic leader with experience of developing and implementing programmes globally.

Key Duties & Responsibilities Strategic Leadership •    Provide strategic vision and direction for programme country work, so that organisational objectives are achieved.  •    Create and maintain a shared vision across the staff of Trócaire’s International Division to ensure that country and organisational objectives are met.  •    Contribute to the development, implementation and review of organisational strategy as a member of the Executive Leadership Team (ELT), ensuring an integrated approach to working both within areas in the International Division and across all Divisions in the organisation.   •    Lead on key strategic initiatives for Trócaire in the new strategy, notably localisation and partnership.  •    Monitor the external environment in which Trócaire operates to ensure that significant developments are clearly understood and that opportunities and possible innovative responses are identified and leveraged in ways that enable delivery of the organisation’s mission.  •    Through inspiring and accountable leadership, create a working environment which is positive and inclusive, and continuously look for ways to improve this. Contribute in particular to two strategic cultural shifts in the organisation: (1) increasing the empowerment and accountability of all managers and staff, and (2) increasing equality, diversity and inclusion across the organisation, especially in country operations.  

Country Operations and Human Resource Management •    Provide effective leadership and strategic direction to countries, through line management of and support to the Heads of Regions / Heads of Portfolios, ensuring that Country Strategies and Divisional Operational plans are developed, implemented and reviewed in line with organisational strategy, policy and procedures.  •    Ensure that the human, financial and technological resources required to meet strategic and operational objectives are in place, are managed efficiently and effectively and that the organisation is accountable to all relevant stakeholders for the use of those resources. •    Lead the International Management Team to effectively manage and direct operations, ensuring that the Directorate has the right management systems, procedures and structures to carry out its overseas work effectively, accountably and safely. •    Ensure that there is strong integration across programme strategies and approaches in both long-term development work and in humanitarian prepredness, response and recovery programming.  •    Drive an increased focus on access to and use of institutional funds for Trócaire to support and expand quality work in both development and humanitarian programming through supporting the Institutional Funding (IF) Strategy that is designed to create a strong and diverse funding base for the organisation.  •    Work with managers within the International and other Divisions to ensure that IF is accessed and managed through strong and accountable systems and the development of relationships with donors and others is prioritised and effectively maintained.   Security, Safeguarding & Risk Management  •    Ensure that the organisation maintains an effective security architecture and good security management practice which adapts to changing risk profiles across all country locations through driving a culture of good security management globally. This will include ensuring learning is optimised, internal and external standards are met and best practice is adhered to ensure the security of our staff in the increasing complex environments in which we work. Line manage and support the Global Security Advisor.  •    Ensure that the organisation fulfils its responsibilities to protect vulnerable children and adults from exploitation and abuse through supporting the development and implementation of strategy, policy and guidelines for Trócaire staff and partners which meet international standards of best practice on safeguarding.  •    Lead on Risk Management for all overseas field operations, ensuring that risks are identified and mitigations and controls put in place at country and organisational levels. Ensure that there is a strong culture of risk management in place across the Division at both country and HQ level. Contribute to organisational risk management at ELT level.  Financial Management  •    Take responsibility for overall financial management of country operations, ensuring optimal use of financial resources, managed in a transparent and accountable manner in line with Trócaire’s systems and procedures. •    Work closely with the other Divisions to ensure that the organisation has appropriate policies and procedures in place to manage the overseas financial affairs of the organisation, ensure compliance with best practice as well as donor and regulatory requirements and to ensure value for money in the utilisation of resources.  Representation and Communications  •    Represent the organisation at a high level with key stakeholders, including Government and inter-Governmental Bodies, Institutional Donors, Church leaders, key INGO Networks and Alliances and Irish and international media.   •    Ensure that the International Division delivers on its wide mandate through excellent engagement with key internal and external stakeholders, including the Executive Leadership Team, internal Divisions, Trócaire Board and key Board committees including International Programmes Advisory Committee (IPAC).

Person Specification – Essential Requirements  (E) Qualification    •    Third level qualification in Development or a related field of study, or significant experience beyond that outlined below (E) Experience    •    The appointee must have a demonstrable track record at senior leadership level (5 years’ experience minimum) in international development and humanitarian organisations.  •    A proven track record of leading and delivering on Humanitarian and Development Programmes in complex multi-country environments. •    A proven track record in accessing and managing complex Institutional Funding in line with organisational strategy.  •    Proven experience of managing multi-functional teams across many locations and of developing people.  •    Proven experience of risk and crisis management, including security-related issues.  (E) Skills    •    Excellent leadership skills.  •    Demonstrated ability to think strategically and to develop and implement clear organisational strategies and programmes.  •    Demonstrated ability in building and maintaining High Performing teams.
