Thematic Evaluation of WaterAid’s Sector Strengthening for Sustainable Services approach
WaterAid’s Global Strategy aims to contribute significantly to the achievement of universal access to water, sanitation and hygiene (WASH) by 2030, aligned with Sustainable Development Goal (SDG) 6, with a particular focus on reaching the poorest and most marginalised people. WaterAid has embedded ‘sector strengthening for sustainable services’ into our Global Strategy 2015-2020 to facilitate a strategic shift from service delivery to advocating for and catalysing large scale systemic change.
All WaterAid country programmes strategies (CPSs) recognise that sector strengthening should be an integral part of their approach to achieving sustainable services and universal access, although there is a lack of consistency and understanding, both internally and externally, about what sector strengthening for sustainable services means in practice, the balance of focus between duty-bearers and right-holders, the most effective programme approaches and their suitability for different contexts. To ensure the successful delivery of our Global Strategy by 2020, WaterAid seeks to assess the effectiveness of the shift in focus to, and embedding of, sector strengthening for sustainable services in our strategic approach to programme delivery.
The evaluation will be conducted through desk-based research, stakeholder interviews (including WaterAid staff, partners and external organisations), WaterAid country visits and other methods as appropriate. The evaluation will include 3-4 country visits. The final report should present the current status of ‘sectors strengthening for sustainable services’ across WaterAid, and include case studies and examples from countries visited.
3. Call for consultants
WaterAid is seeking a consultant and/or consultants to conduct this thematic assessment. Full details can be found in the attached ToR. Consultants should have experience in conducting thematic evaluations at the global level with substantial understanding of sector strengthening or governance in the WASH, health, education or similar sector. French language skills are desirable but not essential.
4. Project management
WaterAid International will have oversight of the overall evaluation. The Accountability and Effectiveness Team of WaterAid UK will manage the process, including working with the consultants to facilitate access to information, contacts and country visits. The approximate budget for the evaluation is GBP 35K plus expenses, and cost will be a factor in selection.
5. Likely timeframe
December 2017: Consultant interviews, selection, start-up meeting and initial methodology draft
January 2018: Desk-based research, inception workshop, key informant interviews, finalisation of evaluation methodology (including tools) and inception report.
February / March 2018: Country visits, other key informant interviews and further desk research
March / April 2018: Component write-ups and drafting of initial report, submission for comments to WaterAid
April 2018: Revision and final drafting of report
May 2018: Presentation of findings
