Arms Trade and Military Aid

In February 2002 Human Rights Watch released a report, "Dangerous Dealings: Changes in U.S. Military Assistance After September 11" claiming that Congress had degraded human rights policy by lifting sanctions on arms transfers to countries with poor human rights records and by cutting required approval times for such transfers.

Saferworld
In 2002 foreign affairs think tank, Saferworld, in a memo to the House of Commons Quadripartite Select Committeee (made up of the Foreign Affairs, Defence, International Development, and Trade and Industry Committees), stated that UK arms export controls were being relaxed in the 'war on terror'.
