GSD Network Joint Advocacy: Responding to the DAC Paper 'A Development Co-operation Lens on terrorism Prevention

Key Entry Points for Action

The GSD Network engages in occasional joint advocacy initiatives. In October 2003 the Network responded to a policy statement issued by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD). The Network issued a joint response expressing concern about the statement, which opens the door for the use of official development assistance for counter-terrorism initiatives that would lessen the quantity of aid available for poverty-reduction priorities. All DAC members, including the UK, endorsed the DAC policy statement in April 2003. The DAC policy statement was not made public until October.

BOND sent a copy of the joint statement to the Secretary of State for International Development Hilary Benn. BOND has also written to the Chair of the DAC, Richard Manning. BOND's EU Advocacy Team is co-ordinating a joint action amongst European NGOs.
