Global Poverty Action Fund

The next round of applications are invited for the Innovation Window of the DFID Global Poverty Action Fund (GPAF) with a deadline of 23 June 2011.

Following the closure of the Civil Society Challenge Fund (CSCF), and representation from Bond to DFID, the GPAF criteria have been changed to incorporate work on empowerment and accountability and work on conflict, security and justice.

Previously the GPAF focused on service delivery in pursuit of the Millennium Development Goals (MDGs). The inclusion of some aspects of the CSCF is a positive step towards a more integrated approach.

An integrated approach will bring together the provision of basic services for those living in poverty with work that focuses on empowering people to take greater control over their lives, hold their governments to account, support community action and change policies and institutions in developing countries, as well as conflict-related activities such as peace-building and access to justice.

The Innovation Window has shifted to a two-stage application process, with applicants submitting an initial concept note, followed by a full proposal if successful at the first stage.

Poverty Impact Fund

The Bond Funding Working Group submitted a collective response to the consultation on the new DFID Poverty Impact Fund in September 2010. This followed a previous consultation on the same fund by the Conservative Party when in opposition in January 2009, which Bond also submitted a response to. Governance and Transparency Fund

DFID launched the £100 million (later increased to £130 million) Governance and Transparency Fund in February 2007 to support citizens in developing countries in holding their governments to account, recognising that civil society has a key role to play in promoting accountable governance and transparency in the global South.

Following several changes to the timeframe of the Fund and then major delays in the announcement of successful proposals, many Bond members, particularly members of the Bond Funding Working Group, felt that it was important that Bond provided a space for feedback on their experiences of applying to the Governance and Transparency Fund and communicated their thoughts and suggestions to DFID to ensure an opportunity to learn from the experience was not lost.

Consequently, the Bond secretariat agreed to co-ordinate feedback from members, via a survey, and use this data to compile a series of recommendations to DFID.
