Bond responds to European External Action Service proposal

High Representative for Foreign Affairs and Security Policy Baroness Ashton launches blueprint for the European External Action Service (EEAS).
The proposal, which will have to be approved by EU member states and by the European Parliament in the next weeks, suggests that the the EEAS will have control of country allocations, country and regional strategic papers and national and regional indicative programmes for the Development Cooperation Instrument (DCI), the European Development Fund (EDF), the European Instrument for Democracy and Human Rights (EIDHR) and the European Neighbourhood and Partnership Instrument (ENPI), while the European Commission will be responsible for implementation of the programmes.
