  2. ICAI publishes reports on education, budget support and India

The Independent Commission for Aid Impact (ICAI), the independent body responsible for monitoring the impact of UK aid, has published their latest set of evaluations on DFID's education and health programmes in India, on DFID's education programmes in East Africa and on budget support.

The Global Campaign for Education responded postively to the ICAI reports on education: "We agree with the Commission's desire to ensure that the UK's aid to education not only improves access to school but also to what children learn whilst they are there. But its vital that in acknowledging the need to improve learning outcomes we also recognise the important role that the UK has already played in getting millions of children in India and East Africa into school."

  3. EU reaffirms 0.7% aid commitment

EU development ministers have reaffirmed their commitment to reach spending of 0.7% of GNI on aid by 2015 at the Foreign Affairs Council meeting on 14 May.  They also endorsed the EU’s new development policy, An Agenda for Change, and agreed new approaches to policy coherence for development and budget support.

Reacting to the meeting outcomes, Bond Chief Executive Ben Jackson noted, “While we welcome EU member states reaffirming their commitment to aid, these words must be translated into action. Those countries that are off-track need to publish annual aid targets to ensure that they meet their commitments by 2015. The UK is leading by example, demonstrating that it’s possible to deliver aid commitment even in difficult economic times. Other member states should follow."

  4. Reaction to Queen's Speech

The Queen’s Speech confirmed that the UK Government will reach the 0.7% of GNI target on international aid by 2013. But it did not include a commitment to enshrine this target into law as agreed to by all three major parties in their 2010 election manifestos.

Bond Chief Executive Ben Jackson said:

"We strongly welcome the UK Government reiterating their commitment to reach the 0.7% target by 2013, two years ahead of the international 2015 target. Yet, we are disappointed not to see any reference to the promised aid legislation."

  5. Girls' Education Challenge

A new challenge fund has been launched by DFID to support NGOs and the private sector in enabling girls' education in the poorest parts of Africa and Asia.

Afghanistan, DRC, Ethiopia, Kenya, Mozambique, Sierra Leone, Somalia, Tanzania and Zimbabwe will be the target countries for the first round, which closes on 8 June 2012. This round will support innovative and cost effective ways of getting girls into good quality education when they have had no access to schooling or have had to drop out.

A second round of funding will be launched later in 2012 to support smaller pilot projects and strategic partnerships with the private sector.
